Metrics (Prometheus-format /metrics on every service), structured logging with correlation IDs, Fastify HTTP request duration + count hooks, and a starter Grafana dashboard JSON. The ROADMAP says 'build alongside, mature over time' — v1 ships the wire format + the most useful counters + a 1-page Grafana dashboard. Distributed tracing (OpenTelemetry → Jaeger/Tempo), alert routing (PagerDuty/Opsgenie), and the postmortem template are v2. ~3 SP for v1.

Off-chain governance surface. The on-chain multi-sig is Phase 22 (designed + simulated, hardware-gated); Phase 14 is the policy layer that drives it: proposals, stake-weighted voting, treasury-spend execution. Distinct from Phase 22: M1+M2 is the on-chain signer set + threshold + execution of treasury transfers. Phase 14 is the human-facing proposal + vote tally that decides what to propose to M1+M2. v1 ships CRUD + tally + finalize + a treasury-spend execution hook that calls AigarthPool's submitTreasuryTransfer (which then needs the multi-sig to approve per Phase 22). ~3 SP.

Education, certification, and content as a first-class product surface. The ROADMAP says 'continuous, never done' — v1 ships the three core product surfaces (blog, tutorials, academy) on the dashboard, with markdown files as the source of truth and the existing Doc store as the index. Certifications (developer / operator / architect) are v2. ~3 SP for v1.

Composes with the existing tissue primitive. Total ~25 SP across the four sub-phases.

Anchor the off-chain Aigarth economy on Qubic. The AigarthPool smart contract holds user stakes, routes principal to Qearn for base yield, tracks attribution per ANN, and splits rewards on-chain (creator / user / treasury). The off-chain services (services/economy, services/qubic) become mirrors of the on-chain truth instead of the source of it. ~6 tasks, ~6 SP. Punted from Phase 19C so 19C could ship off-chain first; the contract is the only piece that turns the 'trust our Postgres' demo into a verifiable protocol.

Ship Option B (signTransaction as workaround) end-to-end. Reserve Option A (signMessage when upstream ships it). Update the command centre with by-kind breakdown + transaction audit feed.

Multi-sig governance for setAnnSplits (M1) and the treasury wallet (M2). The audit checklist recommends a sibling contract; for now the governance sub-state lives inside AigarthPool. Forward-compatible with a future split.

Closes the pre-mainnet gates from docs/aigarthpool/audit-checklist.md that don't require external coordination. M3 (rate limits) and M4 (circuit breaker) are the cheapest of the M-bucket items; p3 (Qearn watcher + stake-attribution audit) is the post-mainnet watcher that proves the off-chain mirror stays in sync. M5 (migration plan) and M6 (insurance fund) are operational/financial and stay in the tracker as next steps. Testnet deploy (20.6) and audits (I1–I4, E1–E3) are out of scope here — they wait on the AIO Dev Kit and reviewer time. ~3 tasks, ~6 SP.

Public presale for the Aigarth tier 1 compute node. $599 total, $30 refundable deposit, yield opt-in on the held deposit, USD-anchored with QUBIC-derived amounts. Two-stage payment (Otto mechanic) adapted to a QUBIC-native flow with multisig escrow, price oracle, and Qearn yield. Schema supports all three tiers; marketing only surfaces tier 1 this phase. Per-tier sequenced drops: tier 1 ships 14 days after mainnet, tier 2 in the next window, tier 3 in the third. ~8 sub-stories, ~8.5 SP.

Canonical terminal surface for the Aigarth platform. Designed agent-first, human-friendly second. Wraps the existing SDK. JSON-by-default output, versioned schemas, idempotent mutating commands, exit-code taxonomy. Auth: API key + Qubic wallet binding. Distributed as @aigarth/cli on npm. Single-binary distribution (via bun) is deferred to a later phase. MVP: foundation + discovery (anns, tissues, marketplace, nodes reservations) + one execution path (ANN inference via the gateway). ~8 sub-stories, ~8 SP. Source design: docs/proposals/phase-25-cli.md.
