Governance (off-chain)

Off-chain governance surface. The on-chain multi-sig is Phase 22 (designed + simulated, hardware-gated); Phase 14 is the policy layer that drives it: proposals, stake-weighted voting, treasury-spend execution. Distinct from Phase 22: M1+M2 is the on-chain signer set + threshold + execution of treasury transfers. Phase 14 is the human-facing proposal + vote tally that decides what to propose to M1+M2. v1 ships CRUD + tally + finalize + a treasury-spend execution hook that calls AigarthPool's submitTreasuryTransfer (which then needs the multi-sig to approve per Phase 22). ~3 SP.
